    Fixed a bug which prevented usage of 'I WILL PAY FOR THAT' if up-voted or vice versa.

    In typical software engineering fashion, The bug is now a feature and so using IWPFT will add a vote if eligible to vote and When a vote is added, A IWPFT that is added too.
