Virtual keyboards on Linux have predictions/word completions - http://t-sato.in.coocan.jp/xvkbd/#completion.

I'm sure there are such solutions for Windows as well; but I don't think they would be as intuitive as the macOS's Touch Bar unless there exists similar virtual Touch Bar.
