I am done with WhatsApp, but all my friends and family still use it as their primary app for communication.

I am looking for a way to receive WhatsApp messages on Signal or Telegram without using WhatsApp and it looks like there are several others on the same boat as me.

Is there something which solves this problem? Can something be built to solve this?

It's technically possible to get WhatsApp messages on other platforms, but it will defeat the purpose of you wanting to leave the WhatsApp platform.

If you're on android, you can use an automation tool like Tasker to automatically forward your WhatsApp messages to other apps(or email) and even automatically reply to WhatsApp messages using the notifications from the WhatsApp app(Requires bit of learning curve and add-on purchases). Someone adventurous can set this up as cloud service using android VMs(e.g. anbox) and offer it to end-users.

But even if a bot uses WhatsApp on behalf of you for forwarding/replying to the WhatsApp messages it's still you as far the data is concerned and thereby defeating the purpose of why you might have wanted to leave WhatsApp in the first place. Although amount of data you give to WhatsApp/Facebook could probably be controlled.

I looked at the Tasker, but not exactly sure how to go about implementing this. So you're telling me it's technically possible to have a virtual WhatsApp on cloud as a service?

how is it better than having WhatsApp on your phone? you're still using their service, this includes sharing who you talk to, when, etc.
the only difference is it would be an overhead to operate. the whole purpose of leaving WhatsApp is to AVOID their service, not avoid having an app installed on your phone. (you'd use a sandbox vm/cloud/emulator for that)

WhatsApp alone as a cloud service although technically possible is illegal due to copyright laws, but providing an android instance on cloud where users can install apps like they do on their device would be legal.
