I agree. There are mandatory package coverage like you said here, in fact very recently they have launched COVID-19 specific insurance policies. But the issue here is more of the enforcement of regulations than the regulations itself.

In several countries, insurance and private hospitals seem to have a very loose leash; COVID-19 situation has showcased it very well.
